Focusing mostly on breeding techniques and molecular diagnositics, the brief suggests policy makers should be thinking more clearly about the benefits of technology beyond genetic manipulation. I definitely agree, and the topic deserves considerably more attention than it is presently getting. One could, say, write a whole book about the full range of biological technologies and their potential. I suppose I should get a move on.
